CLEVELAND — Cord Phelps hit his first big-league homer in the 11th, a three-run shot that lifted Cleveland to its third straight win. The AL Central leaders improved to 23-12 at home by pulling out a game that was delayed by rain in the eighth for 1 hour, 57 minutes.
