'Flawed' Endeavour report to be rewritten

HULL: Hull City Council's cabinet has been told it must re-examine its decision to consult on the closure of Endeavour School.

The Overview And Scrutiny Management Commission (OSMC) heard how councillors believed the original report presented to cabinet was "flawed" and did not assess the impact on the make-up of the school, which has a high proportion of pupils who speak English as a second language.

Daren Hale, speaking on behalf of the four councillors who asked for the decision to be called in, also said he believed there should have been wider scrutiny of the report before it went before cabinet.

No ward members were consulted, nor were members of the Riverside or Wyke Area Committees.

In response, Councillor Carl Minns, leader of Hull City Council, told the panel: "This is not the Northern Ireland peace talks.

"These are powerful arguments if the decision called in was to close the school, but it is a decision to consult on the closure."

The panel voted unanimously to have the report rewritten and sent back to cabinet for discussion.
